if I set auto to interface file for network configuration then
allow-hotplug encf500
auto encf500
iface encf500 inet static

then service networking restart is working OK .
Thanks for your help. I think this bug could be closed

  execute 
  service networking restart Ip address will not be set on interface after finishing the service restart you have to do an ifup interface name to set the ip address on interface again
  will add dbinfo and sosreport to bugzilla.
