There is already a --post-command which is an arbitrary shell command
that gets run after setting up the testbed. Is that what you need?

Status in autopkgtest package in Ubuntu:
  Incomplete

Bug description:
  For lp:auto-upgrade-testing-specifications, we use userdata based on
  the DEFAULT_USERDATA  in adt-buildvm-ubuntu-cloud. If that were easily
  programmatically accessible, we could make sure we always update our
  userdata based on changes to it.

  Alternately, if we had some method of saying "use the default userdata
  plus append this," that would accomplish the same goal but be slightly
  easier on our end.
