  open-iscsi not controlled by upstart

Status in open-iscsi package in Ubuntu:
  Confirmed

Bug description:
  occasionally we will have the iscsid process die on a node.  this is
  not controlled by the iscsi-network interfaces upstart module.  we
  would like an upstart  module included.
