[Bug 1561870] [NEW] Letters are broken on recovery mode

Public bug reported:

On Ubuntu 15.10, and 16.04(up to dated) with Korean language pack selected, when I enter the 'Recovery Mode' from grub menu, most of the letters are broken(Not readable) but a few Latin characters.
On the image I attached, the left one is 16.04, the right one is 15.10.
