[Bug 1563182] [NEW] Erlang builds missing erlang-wx component

Public bug reported:

_All_ official Ubuntu Erlang distributions miss erlang-wx component. It
is needed for some GUI components of Erlang, namely Observer application
and tracing/debugging tools.

Expected:
 Have erlang meta package (or, at least, erlang-x11) depend on erlang-wx and generate the respective package.

Actual result:
 erlang-wx is neither depended on nor generated, rendering GUI Erlang components useless.
