Workaround for now:

Since the hotkey gets detected, it is possible to bind it to a command
in Xubuntu.

Download the script below, copy it to /home/<user> directory, open up
Keyboard>Application Shortcuts Tab, then add the script and pressing fn
+ F9 when prompted for a hotkey.

  The touchpad toggle hotkey fn+F9 does get picked up

  xev output:

  keycode 199 = (keysym 0x1008ffa9, XF86TouchpadToggle), state = 0x0
  keycode 199 = (keysym 0x1008ffa9, XF86TouchpadToggle), state = 0x0

  acpi_listen output:

  PNP0C14:00 000000ff 00000000

  but there's no actual script that enables/disables the touchpad,
  though, on Ubuntu 15.10 it does.
