this was not really a bug... users are supposed to garden their configuration.
Anyway, this was "fixed" in pbuilder by providing a default COMPONENTS some time ago.

Bug description:
  On creating qemubuilder environment I get this error message:

   -> qemu-pbuilder second-stage
