This is actually because ubuntu-bug returns immediately if whoopsie-
upload-all is installed.

Bug description:
  I often file bugs on the device using "ubuntu-bug <packagename>" but
  this recently broke. Now I get this:-

  phablet at ubuntu-phablet:~$ ubuntu-bug unity8
  usage: whoopsie-upload-all [-h] [-t TIMEOUT]
  whoopsie-upload-all: error: unrecognized arguments: unity8
