[Bug 1582865] [NEW] Can't pick UTC as timezone in installer

The installer for 16.04 no longer allows the user to pick UTC as their
timezone. Instead it only allows the user to select a timezone it
believes is appropriate based upon the Language/Country selected
earlier.
