Nevermind -- it's already doing that, this was just a misunderstanding
(Ryan looked in /etc for the enablement link, but it's in /run, and this
wasn't the cause for what he was seeing).

Bug description:
  When netplan generates a networkd configuration and enables
  s-networkd.service, it also needs to (runtime-) enable s-networkd-
  wait-online.service so that network-online.target actually works.
