No it's ok, but first was released all except shim-signed (that broke depends and force user to uninstall shim-signed). 12 h ago was released shim-signed that was lack at first update. Even on Launchpad is date of publish of package:
https://launchpad.net/ubuntu/+source/shim-signed/1.21.4
They are released on proposed repo.

Bug description:
  After updating following packages system can't boot with secureboot
  enabled:

  shim from 0.9+1465500757.14a5905.is.0.8-0ubuntu3 to 0.9+1474479173.6c180c6-0ubuntu1
  grub-efi-amd64 from 2.02~beta2-36ubuntu11 to 2.02~beta2-36ubuntu11.1
  grub-efi-amd64-signed from 1.74+2.02~beta2-36ubuntu11 to 1.74.1+2.02~beta2-36ubuntu11.1
  grub2-common from 2.02~beta2-36ubuntu11 to 2.02~beta2-36ubuntu11.1
  grub-efi-amd64-bin from 2.02~beta2-36ubuntu11 to 2.02~beta2-36ubuntu11.1
  grub-common from 2.02~beta2-36ubuntu11 to 2.02~beta2-36ubuntu11.1

  Additionally when this update is performed shim-signed is uninstalled
  (dependency not met). After manual changing package version
  requirements in shim-signed package to met shim package dependency and
  install modified shim-signed package system still not boot in
  secureboot. That means the problem is in one of new version of these
  packages:

  shim
  grub-efi-amd64
  grub-efi-amd64-signed
  grub2-common
  grub-efi-amd64-bin
  grub-common

  When I reverted changes to:

  shim 0.9+1465500757.14a5905.is.0.8-0ubuntu3 
  grub-efi-amd64 2.02~beta2-36ubuntu11 
  grub-efi-amd64-signed 1.74+2.02~beta2-36ubuntu11 
  grub2-common 2.02~beta2-36ubuntu11 
  grub-efi-amd64-bin 2.02~beta2-36ubuntu11 
  grub-common 2.02~beta2-36ubuntu11 
  shim-signed 1.21.3+0.9+1465500757.14a5905.is.0.8-0ubuntu3

  everything back to normal, system boot with secureboot enabled.
