Looking through the other bugs, this might be a duplicate bug of
#1606051

When running dhclient on eth1 on a server with 2 Ethernet interfaces, I
get no ip address, when i run ubuntu xenial. The problem is not there
with ubuntu trusty, and is also not there on servers with only 1
Ethernet interface.
I have debugged with tshark on the client, and looking at syslog on the
server, and the DHCPDISCOVER is sent, and the server responds with a
DHCPOFFER, and that can be seen on the interface of the client, but the
software seems to ignore it.
