[Bug 1640280] Re: Support Ubuntu uploads of .debs using control.tar.xz

Actually, the dpkg task here is nonsense, sorry. We don't use dpkg to
extract .debs in the uploader, only ar and python-apt. We already have
a new enough version of python-apt, so I think that it's just a matter
of fixing up our explicit restrictions.

Title:
Support Ubuntu uploads of .debs using control.tar.xz

Status in Launchpad itself:
  In Progress

Bug description:
Debian is considering switching to control.tar.xz by default:

    https://lists.debian.org/debian-dpkg/2016/07/msg00016.html

The Ubuntu archive doesn't support this yet. In order to do so, we
  need:

   * either an upgrade of Launchpad's upload processing hosts (pepo, haetae, and alphecca) to >=trusty, or a backport of control.tar.xz support to dpkg/precise-updates (the latter will be quicker)
   * a few minor changes to Launchpad's upload checks
