Bug description:
  The title says it all!

  rsync with -fake-super and --link-dest copies symlinks even when they
  haven't changed.

  This is incorrect behavior: symlinks, like all other files, should be
  copied only if they have changed.

  Without -fake-super, it works fine (nothing is copied unless it is
  changed).

  Without --link-dest, it works fine (nothing is copied unless it is
  changed).

  With both options specified, symlinks are copied regardless of whether
  or not they changed
