Backports are only installed if you explicitly request them.

Title:
  debhelper (10.2.2ubuntu1~ubuntu16.04.1) published in xenial-backports

Status in debhelper package in Ubuntu:
  Invalid

Bug description:
  Isn't found in synaptic nor as an update in apt (ubuntu software doesn't seem show such things anyway..
  The same can be said for dh-autoreconf (12~ubuntu16.04.1) 
  Additionally if backports are enabled in a ppa they aren't found & consequentially not used.
