[Bug 1630160] [NEW] The time in BIOS setting is not sync with the time in OS.

OS: 14.04 trusty
1. enter BIOS setting.
2. Choose Set Time and Date and record the time.
3. Enter into OS. Find the time is not sync with the time in BIOS setting.
However, observed that the actual time difference between BIOS and OS is time-zone related. Seems like OS interprets BIOS time as UTC time.
eg.
If the OS time-zone is Taipei (UTC+8), the OS time will be 8 hrs ahead of BIOS time.
If the OS time-zone is Chicago (UTC-5), the OS time will be 5 hrs behind BIOS time.
