This isn't going to happen for 16.10 it seems, so 17.04 will sync the
stack from unstable.

Bug description:

  To start out my goal is to sync the EFI tools chain to bring it back to parity with Debian and drop the unnecessary Ubuntu patches.
  --

  fwupdate version 8 has improved stability and debugging of EFI capsule
  flashes.  It introduces support to turn on UEFI capsule update on
  systems that it is turned off in the BIOS as well.

  fwupd version 0.7.3 adds support for flashing new Dell devices not in
  the ESRT.

  Both of these require moving to efivar 27-1.

  Moving to efivar 27-1 will also involve moving efibootmgr to 13-1
  which is mostly a bugfix release.

  The new features desirable by this sync will require libsmbios.

  This entire transition is currently blocked by this MIR:
