  Steam not able to see network in yakkety

  Steam is unable to see the network in yakkety.  Downloads stall and
  don't do anything; and trying to update steam results in a "Fatal
  Error: Steam needs to be online to update.  Please confirm your
  network connection and try again" dialog box.
