[Bug 1632788] [NEW] ppc64el no software selection option

Observed Behavior:
During the install of Yakkety or Xenial on a ppc64el system there is no option to install additional software. No tasksel screen or even an option to choose additional software.

Expected Behavior:
A screen like the one attached titled "Software selection" should appear towards the end of an install to allow the user to customize the system software.

Steps to Reproduce:
1. Obtain a Xenial [1] or Yakkety [2] server ppc64el ISO
2. Start install, select defaults
3. Note that you are never asked to select additional software
