Files in /lib are not configuration files -- they are static files
provided by the package. If you want to make changes to it, put a drop-
in into /etc/systemd/system/systemd-udevd.service.d/ (systemctl edit is
very helpful for this).

Bug description:
  I'm using Ubuntu 16.10 dev with udev 231-9git1 and for example on
  reinstalling udev it does silently overwrite the configuration file
  /lib/systemd/system/systemd-udevd.service even if the user has made
  changes to it.
