I have found a temporary workaround for the alarm not going off at the
correct time issue:

Observed:

Alarm does not go off when the phone is in deep-sleep mode.

Expected:

For the alarm to go off at the correct time.

Temporary Solution:

1. Delete your current alarm time.
2. Create a new alarm and enable it.
3. Set your phone to standy mode and don't use any apps.
4. The alarm should go off at the correct time

Repro rate: 3/3

Phone: LG Nexus 4
OS: Ubuntu 15.04 (OTA-13)

  step by step
  1.Open system setting -Time&date,change Time zone to UTC+8. the date and time is right.
  2.Open clock app,you will see that there are four hours difference between clock time and actual time. such as actucal time is 16:00,clock time is 12:00.
  3.Set  an alarm, such as ,set alarm to 16:01, then alarm displays 12:01,wait for it ringing.
  Expected result:
  Alarm is ringing normally.
  Actual result
  After step 3,Alarm is not ringing. but before it ringing , the alarm displays "(12:01 AM alarm in 1m)".when alarm time is coming.it is not ringing.
