[Bug 1637201] [NEW] clvm initscript relies on corosync-quorumtool -s which is always retrun 1

Public bug reported:

clvm initscript relies on corosync-quorumtool -s to detect whether corosync running or not. quorumtool returns 1 as it's boolean flag for "Quorate".
thus running corosync may be detected just by listing corosync nodes, so corosync-quorumtool -l will be more reliable.
a small patch is attached

** Affects: lvm2 (Ubuntu)
     Importance: Undecided
         Status: New

** Patch added: "clvm.init.patch"
