[Bug 1637342] [NEW] Xubuntu 16.10: update-manager display issue

Public bug reported:

When I click on "Details" during the package download phase, the window
expands but the text box showing the downloads fails to expand beyond
one or two lines.  Only when shifting to terminal mode does the text
window expand.
