[Bug 1619849] [NEW] Grub installer failed to install during Ubuntu 16.04 upgrade

Public bug reported:

During the ubuntu 16.04 upgrade, the installation failed and the software threw an exception:
Grub failed to install.  System would not be able to boot the new ubuntu.
However, I have been running Ubuntu 14.0n on the same hardware.  I was not clear to me
why the Grub software failed to install.  What will be my resolution next?
