  console respawn is sometimes slow and sometimes fast

Status in systemd package in Ubuntu:
  New

Bug description:
  I'm using Ubuntu 16.10 dev with systemd 231-6 and I'm noticing that login into the console and than logout does show the lines
  [  OK  ] Stopped Getty on tty1.
  [  OK  ] Started Getty on tty1.
  and the console needs then a few seconds to respawn. But if I login into my desktop (and even if I logout then immediately) all works fine again as the console respawns immediately after a logout.
