[Bug 1625200] [NEW] Permit to define bootloader_id in grub configuration

Public bug reported:

Hello,

For a derivative we want to set GRUB_DISTRIBUTOR, unfortunately, when
building -alternate images, shim-signed and grub-efi-amd64-signed are
installed by default.

I think a proper fix for #1242417 could be to set bootloader_id from a
new variable like GRUB_EFI_DISTRIBUTOR.

This way we could define GRUB_DISTRIBUTOR='FOO' and
GRUB_EFI_DISTRIBUTOR='ubuntu'.

Regards.

** Affects: grub2 (Ubuntu)
     Importance: Undecided
         Status: New
