  vagrant xenial box converted to libvirt does not boot

Status in livecd-rootfs package in Ubuntu:
  Confirmed

Bug description:
  Dist: Xenial
  Vagrant Images: 20160509 and 20160513

  Xenial Vagrant boxes converted to libvirt do not complete the boot
  process. They work fine with Virtualbox.

  I've also tried using the 20160513 "converted" image directly with
  virt-manager, and it also will not complete.

  With the SCSI controller the last two lines of the boot log on the
  console are:

  md: raid10 personality registered for level 10
  Btrfs loaded

  With the virtio driver:

  systemd[1]: Started Nameserver information manager
  systemd[1]: Started Journal Services

  With the SATA driver:

  systemd[1]: Started Journal Services
  iscsi: registered transport (iser)

  And with the IDE driver:

  iscsi: registered transport (tcp)
  iscsi: registered transport (iser)
