Hi,
just as fallback could you check your journal (journalctl) if it contains anything about why the service didn't start.
But I wonder more about these (from the log):

I first thought it might be related to these changes:
* debian/clamav-base.postinst.in: updated to handle new options
But they just add "more" options as the other were before.
Adding Marc (who did the upload) and also affecting debconf for some
expertise on that part.
