Hi,
just as fallback could you check your journal (journalctl) if it contains anything about why the service didn't start.

But I wonder more about these (from the log):
Use of uninitialized value $_[1] in join or string at /usr/share/perl5/Debconf/DbDriver/Stack.pm line 111, <GEN0> line 13.
Use of uninitialized value $val in substitution (s///) at /usr/share/perl5/Debconf/Format/822.pm line 83, <GEN7> line 49.
Use of uninitialized value $val in concatenation (.) or string at /usr/share/perl5/Debconf/Format/822.pm line 84, <GEN7> line 49.
Setting up clamav-freshclam (0.99.2+addedllvm-0ubuntu0.14.04.1) ...
Use of uninitialized value $reply in scalar chomp at /usr/share/perl5/Debconf/FrontEnd/Passthrough.pm line 66.
Use of uninitialized value $reply in concatenation (.) or string at /usr/share/perl5/Debconf/FrontEnd/Passthrough.pm line 67.

Use of uninitialized value $ret in string eq at /usr/share/perl5/Debconf/FrontEnd/Passthrough.pm line 109

I first thought it might be related to these changes:
  * debian/clamav-base.postinst.in: updated to handle new options
But they just add "more" options as the other were before.

Adding Marc (who did the upload) and also affecting debconf for some
expertise on that part.

** Also affects: debconf (Ubuntu)
   Importance: Undecided
       Status: New
