My test doesn't indicate any problem with the German latin1 locale in
itself.
$ dpkg-query -W locales
locales 2.23-0ubuntu7
$ locale
LANG=en_US.UTF-8
LANGUAGE=en_US
LC_CTYPE="en_US.UTF-8"
LC_NUMERIC="en_US.UTF-8"
LC_TIME="en_US.UTF-8"

I think you need to provide some more details, such as:
* What does the locale command output with 2.23-0ubuntu7?
* Was the de_DE locale successfully generated when you upgraded to
locales 2.23-0ubuntu7? Did you try to regenerate it?

Bug description:
After upgrading to locales 2.23-0ubuntu7 on Ubuntu 16.04.2 LTS running
with de_DE.ISO-8859-1, I got several error messages about the locale
configuration, e.g.;
/etc/cron.daily/man-db:
/usr/bin/mandb: can't set the locale; make sure $LC_* and $LANG are correct
PostgreSQL did not start with the log file saying:
FATAL: invalid value for parameter "lc_messages": "de_DE.ISO-8859-1"
Running "dpkg-reconfigure locales" did not solve the problem. Only
after downgrading to locales 2.23-0ubuntu3, another reconfigure fixed
the issue.
