I ran into the same issue regarding Aliyun and their custom package
repo/configuration. In order to resolve this problem I actually deployed
a 14.04 LTS image and then ran dist-upgrade into 16.04 proper, after
switching repositories from aliyun's mirrors to regular ubuntu archives.
