Bug description:
  I got a conffile prompt off:

  $ diff -u head head.dpkg-old 
  --- head	2016-11-28 23:37:41.000000000 +0000
  +++ head.dpkg-old	2016-01-27 06:04:06.414599155 +0000
  @@ -1,5 +1,3 @@

  Is this just a whitespace difference? Or is there a broken conf upgrade.
