[Bug 1712111] [NEW] "grub-efi-amd64-signed" package failed to install

Public bug reported:

Xubuntu 16.04.2 -- slows down, freezes, dies.  Attempted to reinstall.  Get the error message:
"The "grub-efi-amd64-signed" package failed to install into /target/.  Without the GRUB boot loader, the installed system will not boot.

Attempted to install LinuxMint 18.2.  Same message!

I'm installing UEFI, allowing 3rd party, etc.
