If you want to fix it, and it's possible to fix it, and setupcon --force
didn't break things under Mir, feel free.
In the meantime, we'll avoid doing the thing that breaks systems.

Bug description:
The update of console-setup in artful-release that just happened
triggered a bug-
the postinst calls `setupcon --force' if the foreground console is
tty1-6. This is not safe any more given that gnome-shell runs on 2.
We can update this check to ask logind if the foreground console
corresponds to a tty session, and only do setupcon --force if it does.
