[Bug 1736785] [NEW] Classic mode doesnt work with week numbers

Public bug reported:

ncal in package 9.0.12+nmu1ubuntu1 doesn't work with week numbers in
classic mode.

ncal -w -b -3 should show weeks, it doesnt.

ncal works properly in  9.0.14ubuntu1, the fix needs back ported to
17.10 from 18.04 daily.
