The rationale for seeding python-pyrex is:

  explicitly seed python-pyrex to work around bzr build-dependency
ordering (LP: #785706)

But bzr no longer build-depends on python-pyrex at all, as an
alternative or otherwise; it only build-depends on cython-dbg, which is
fine post-archive reorg.

So I've unseeded python-pyrex, since this was explicitly listed as a
germinate workaround rather than anything we cared about in its own
right.
