[Bug 493846] Re: German man page for aptitude is outdated

Checked this issue on latest "Bionic Beaver": When doing a "man
aptitude" there seems to be a mixture of German and English but "safe-
upgrade" and "full-upgrade" are both there. (Unfortunately not in
German).
