[Bug 1661856] [NEW] output viewing area (download bars, terminal output) minimised to a line, can't be resized back (maybe rtl related)

Public bug reported:

In update manager, after resizing the wondow to a minimum so the output
viewing area (download bars, terminal output) is minimised to a single
line, the main window can be resized back but the output area cannot be
can't be resized back, even after rebooting (maybe rtl related), and
remains a single line. This may be related to the fact that I use an RTL
language interface.

See attached screenshot: the update manager is resized back to normal,
but the output viewing area insode it remains minimised.
