[Bug 1662619] [NEW] dependencies on lsb-release should be reevaluated

Public bug reported:
apport has a build-dep and python[3]-apport depends on lsb-release,
however apport/packaging.py only uses this as a fallback after looking
at /etc/os-release.
That being said backends/packaging-apt-dpkg.py contains a
get_distro_codename function which doesn't use /etc/os-release.
