If you need a fix for the bug in previous versions of Ubuntu, then the
relevant procedure is documented here:

However, I am not sure this bug would qualify under that policy, although I
am not on the SRU team and cannot make that decision. From the bug you
linked:

"Patch doesn't apply to 4.3 as 4.3 is missing several commits. After
carefully studying the merge conflicts I concluded I don't want to take
the risk of breaking something else. So no backport for 4.3."
