In contrast to #5 and not knowing any better interface, I expect
'lsb_release' to tell you if system uses HWE or not.
This can triggered by installiation of packet 'linux-image-generic-
hwe.16.04' or 'linux-image-lowlatency-hwe.16.04'.
These packets should
- either replace paket 'base-files' with an version for '...-hwe',
maybe named 'base-files-hwe', which contains a file '/etc/lsb_release'
with the string ' (HWE)' after the old description
- or run a script on installiation thich edits the file
'/etc/lsb_release'.

The output of "lsb_release -d" does not show clearly if it really uses
the HWE.
Now it's shown

and nobody knows if it uses really the XX.04.2 stack.
I suggest to change the output to something like this:

In the first case the system uses kernel 4.8 and its corrisponding Xserver.
In the second case the system uses kernel 4.4 and Xserver 1.18.
