I also experience a similar/the same problem for upgrading from 14.04 to xenial. Indeed I do for several months now, always hoping that the bug would be fixed one day...
This is what pops up (in the end) when I sudo do-release-upgrade

This can be caused by: 
* Upgrading to a pre-release version of Ubuntu 
* Running the current pre-release version of Ubuntu

and here I am...

/var/log/dist-upgrade/apt.log tells me

I am certainly running xubuntu. And it works, so I suppose that all
necessary packages are installed. Unfortunately, just as for milvang, I
do not understand what I need to do to be able to do the upgrade anyway.
And I am not sure of the consequences if I remove xubuntu-desktop as
proposed by rmjpraakash...
