Convert shell scripts from s390-tools from bash to C to reduce preconditions for the installation of s390-tools to a small set of libraries and languages. This is for example especially valuable when the tools are included in a ramdisk.

* lsscm:  List information about available Storage Class Memory Increments.
* lschp:  List information about available channel-paths.
* chchp:  Modify channel-path state.

This is part of the 1.37.0 feature request, correct? Ubuntu will not be rewriting scripts into C instead of simply including upstream changes.
