I see the same behavior on Ubuntu 16.04.2 LTS:

What is this? Permanent 2 x 3% idle on a Xeon 4core is a lot, what is
causing this?

Is this a joke? Not fixed after 6 years?

Bug description:
  Binary package hint: erlang

  Even if my netbook is completely idle beam.smp use about 4-10% CPU.

  If i understand correctly beam.smp is an SMP version of this program,
  the problem is, my netbook i a single core athom processor with
  hyperthreading enabled. There is no way to disable hypertheread in
  BIOS, and disabling it in kernel will consume more power too.
