Hi,
I set up (on Trusty) openssh with PW login and filezilla.

$ ssh ubuntu at 127.0.0.1
works now, so does
$ scp ubuntu at 127.0.0.1:~/.bashrc /tmp/

Now getting to filezilla:
filezilla sftp://ubuntu:ubuntu@127.0.0.1:22

I could without issue download a file.

Does the following report any difference from the packaged versions?
$ dpkg --verify openssh-server libc6:amd64 filezilla

If not, do you have anything else that might help us to reproduce your
case?
