Hi,

It looks like you're running Lubuntu 13.04 (raring), which is a no
longer maintained release. You'll need to upgrade to 13.10 (also
unmaintained) and then Lubuntu 14.04 LTS (still maintained). You should
then be able to continue upgrading to Lubuntu 16.04 LTS.

You'll need to set your repos to use http://old-
releases.ubuntu.com/ubuntu to do so; the process to do an upgrade like
this is described at https://help.ubuntu.com/community/EOLUpgrades/.
