This bug was fixed in the package language-selector - 0.173

  * LanguageSelector/LanguageSelector.py:
    Do not let the LANGUAGE priority list contain any items (except for
    'en') after 'en_US', since the resulting display language would
    not likely meet the user's expectations (LP: #1654238).
  * debian/compat:
    Bump to 9.
  * debian/control:
    Bump debhelper build depend version to >= 9.0.0.

Title:
  Switch to "English (United States)" doesn't work correctly

Status in language-selector package in Ubuntu:
  Fix Released

Bug description:
  I wanted to switch from "English (United Kingdom)" to "English (United
  States)". Ubuntu 16.04. In Language Support I moved "English (United
  States)" to the top of the list and then logged off and logged back in
  - but my language was still "English (United Kingdom)". Eg the trash
  icon was still called "Rubbish Bin".

  The change only takes effect if one, in addition to the move described
  above, moves "English (United Kingdom" below "English" in the list in
  Language Support. This is a bug. The switch from "English (United
  Kingdom)" to "English (United States)" should take effect immediately
  - as I believe switches to other languages (eg French) do.
