In my case I had the same behaviour, after looking true the grub config
files I found that in the file /etc/grub.d/proxifiedScripts/custom the
"savedefault" is not added. After modifying the file as shown in the
atachment a update-grub2 has the desired result.

I'm sure this is not the place for a fix as I believe the custom file is
generated by the os-prober but this runs not every in update-grub2.
After changing the GRUB_SAVEDEFAULT setting the custom file never
changes.

  Confirmed

Bug description:
  In Ubuntu 13.04,

  When:
  GRUB_DEFAULT=saved
  GRUB_SAVEDEFAULT=true

  is set in /etc/default/grub, and update-grub is run, Ubuntu does not
  boot to the last selected OS.

  Steps to reproduce:
  1. Add "GRUB_DEFAULT=saved" and "GRUB_SAVEDEFAULT=true" to /etc/default/grub
  2. Run "sudo update-grub" to update grub menu
  3. Reboot, choose OS other than the first one in the grub boot list
  4. Reboot from that OS

  Expected Result:
  Grub selects the OS that was selected in the boot list

  Actual Results:
  Grub selects the first OS.
