Although I believe a package with an apport package hook, like ubuntu-
release-upgrader, works around this issue.

What happens is that when folks run apport-collect against a report with sane-backends, this fails as per below:
apport-collect 1643544
Package sane-backends not installed and no hook available, ignoring
This is despite folks having the constituent packages of sane-backends
installed.

While this isn't a show stopper, it would be nice if this was resolved
to prevent problems of problems, and avoid confusing folks.
