Bug description:
  If I try run "sudo locale-gen ru_KZ.utf8" I got "Error: 'ru_KZ.utf8'
  is not a supported language or locale". But
  http://www.unicode.org/cldr/charts/24/summary/ru_KZ.html and ever
  http://manpages.ubuntu.com/manpages/xenial/man3/DateTime::Locale::ru_KZ.3pm.html

  Affected at least: Ubuntu 14.04 LTS, 16.04 LTS, 16.10
