Thanks for reporting.

The README still refers to this file in command-not-found
0.3ubuntu17.04.0 on Ubuntu Zesty, but it is not present in the package.
I found it in the source though, but I don't know why it isn't installed
alongside /etc/zsh_command_not_found.
